Moving SubSite and descendants to new Site Collection?

After Exporting a Root/SubWeb/Subsite and all of its descendants successfully we then Import it into a new Site Collection

Will CDW create the site collection automatically? or most it be created prior?

Even if we create the site cole collection, we get the same results.

 

Fatal Error: Object reference not set to an instance of an object.

 

Looking at the ULS logs, there are a number of User or group cannot be resolved and this:

In sweep sync this will result in a no-op, otherwise this will result in a full sync.
